They did revise the minimum scholarship amount from 33% to 25%. The remainder of the legislation remains the same. Look for lots of transfers nationwide at the end of this semester. Players have to be enrolled at their new school next semester to avoid sitting out a year. For players who aren't receiving much money, coaches will have some tough decisions to make. Can they bump a player's scholarship money up to 25% ? If not, and the player wants to stay as a walkon, will there be enough room for him? Link below to a BA article summarizing the situation.
