As you may have heard the Bush Administration said each one of us would now get a nice rebate. If we spend that money at Wal-Mart, all the money will go to China. If we spend it on gasoline it will all go to the Arabs, and neither will help the American economy.
We need to keep that money here in America, so the only way to keep that money here at home is to buy beer or spend it on hookers since those are the only businesses still in the U.S.

FYI.... i think this is a very simplified break down but it may clear up some questions some people have about this
Below is a schedule for the issuance of the Tax Relief Checks this summer. they will be issued according to the last two digits of your SSN... they will go out in ranges of ten digits and you should recieve them during the week under the range that contains yours...for example if the last four digits of my SSN were 1234 i should recieve my tax rebate check during the week of august 13th because the lats two digits 34 fall between 30-39

For married taxpayers who filed a joint return, the first Social Security Number on the return determines the mailing date.Source: Internal Revenue Service
Here's the breakdown according to MSNBC:
If you made less than $75,000 in 2007, you get $600.
A couple earning less than $150,000 gets $1,200 back, plus an additional $300 per child.
If you made at least $3,000 but paid no taxes, you still get $300.
But here's where it gets tricky.
The rebate is technically an "advance credit" for your 2008 taxes, leading some to believe the extra money will come out of your refund for next year.
"No," said Rudoy. "It's a one-time stimulus to the economy, and it won't affect anything that anybody has for next year."
The IRS gave Call 4 Action the same assurance.
Plus, it said you can get another $300 next year on top of the rebate check if you have a child in 2008.
And unlike years past, it won't make you pay taxes on that rebate money.
But many of you who are elderly or low-income, living off Social Security or veterans benefits, could miss out altogether.
To get the rebate check, you must file a tax form for 2007, even if you're not required to do so. Otherwise, you're passing up what's essentially free money.
If you're unable to file on your own and cannot afford to hire someone,Call 4 Action found two organizations that will help you for free. tax, or accounting obligations and requirements.

Under the rules of the stimular rebate plan only children who are under 17 years of age at December 31, 2007 qualify the parents for an additional $300 rebate. No additional rebate is available for any children over 16 years old.
Even if you can be claimed on your parents tax return for 2007, if you are over 16 years old and have at least $3,000 of earned income for 2007 you are eligible for a $300 rebate.
The key point is that you must file a 2007 tax return to verify your eligibility for the rebate.

Just an FYI, direct depositing is the way to go. You can and will get your money weeks earlier if you do this AND the IRS will deposit your rebate money into the account that you put down while filing your tax return
Also, do not freak out if your rebate check (or deposit) does not come when it is supposed to come.
They say it will go by Social Security #'s. I personally doubt it will. I think it will go by a combination of when you filed, SS #, and a few other factors.

the IRS is a bohemoth of an entity, and like all super-large entities...it takes them 5 times as long to do anything as one would expect.
What I love is the IRS is spending $40 MILLION sending out noticed to everyone about the rebates.
If you're too dumb to read about them online or in the paper, you shouldn't get a rebate.

Some of it is in fact necessary. I laughed myself when the number became public because even I didn't know it was that high but the high, HIGH majority of lower-income people receiving the rebate this year have not the slightest clue what to do when it comes to the rebate. Hell, I would say low & middle income and a good amount if not a high amount of upper-income have little to no idea as well.
I do work at a local VITA clinic down here (Volunteer Income Tax Assoc) and I would say 2 people out of 400-500 know anything other then money MAY be coming there way. That is how little the public is informed of WHAT it actually is and WHEN you will get it....IF you will get it.
In my very bias opinion, a financial situation this BIG deserves people getting mail telling them the details of the rebate. I think it is worth it.

i know when i file each year i have to claim my state refund every year on the next years federal return, will i have to claim this as income too?

I don't. I mean, what does it matter if they are informed. In the big scheme of things, does it really matter? No. You are either going to get the rebate or aren't. You don't have to sign anything saying you want it or not. Waste of money, period. If they haven't heard of a rebate for this year in some form or fashion by the news on tv or radio or from a discussion...then that is hard for me to believe. If they HAVE heard about it but don't know any of the details, that is their fault for staying misinformed.

No. It is not income. It is an advance on your 2008 taxes.
While the rebate depends on your 2007 income, it is actually a rebate toward your 2008 taxes. According to the proposed plan, in 2008, taxes would be cut from 10 percent to zero percent on the first $6,000 dollars of taxable income for individual taxpayers.
It's like a one time tax cut for 2008, but you get the rebate now instead of waiting to file your 2008 taxes. Because this is an advance payment on your 2008 taxes, your refund next year could be more or less depending on your 2008 income.

I also find it BS that those who pay the most taxes get no "rebate"; next thing I know, next year my tax bracket will mysteriously change to help make up the deficit that this rebate has caused.

Filing for an extension will delay your rebate check as the IRS will not issue rebate checks for a taxpayer unless and until a 2007 federal income tax return is filed.
If you're planning to get a six-month extension, you should be OK to wait until the Oct. 15 deadline to file taxes. Act any later, though, and you run the risk of missing out.

For those who are retired and didn't have $3000 earned income (like you didn't EARN the retirement) the IRS website (www.irs.gov) has a link to companies that will file electronicly for you for free. I used TurboTax and it was very easy. Also, if you file by mail and didn't have the required 3K income you MUST write ESP Rebate across the top of the form.

An individual need only be eligible to be claimed as a dependent by another to be excluded from claiming a rebate credit for him or herself. For example, college age dependents, who have more than $3,000 in earned income from a summer job, cannot make themselves eligible for the $300 minimum credit by having their parents forego claiming them as dependents.
Now I feel bad, cause I'd read this thread, and told my brother I thought he'd be eligible because he had $7,000 in earned income. Looks like I'll have to burst his bubble...

to be honest- im starting to think the price of gas is not the fault of OPEC countries...
i read a very good article last week about how oil is not behaving according to market fundamentals (supply and demand) but rather, its being completely dictated by speculators.

When you (we) allow speculators to trade forward contracts on the price of oil and gas that they neither plan, nor have the capabilities to receive, the price is destined to rise. Simply put, you're inserting thousands of "middle-men" who have all incentive to let the price rise and create profit.

yeah...i'll be able to pay off the only credit card balance i have, with some left over...which will go directly into savings.
with the current state-of-affairs with the credit market, i dont plan on putting anything on a credit card for a while unless im paying the amount off 100% at the end of the month.

but i don't think demand is any different now than it was 10 years ago. of course there might be more drivers, but honestly...enough to substantiate this much of an increase in gas prices? i doubt it. i'm in my mid-20's and even I can remember when gas was actually under 1 dollar. i find it pretty sad that within my short life time, i am already seeing prices nearing 4 dollars. i just don't see enough usage evidence to back up a quadrupling in pricing.
i can't bike 35 miles to work in the morning and afternoon. if public transportation was available, i'd take it. in my perfect world, public transportation would be much more widespread than it is now. look at people who live and work in NYC...the prices don't affect many of them because they don't have vehicles to put gas in- they take the subway or bus and walk another portion of the distance...even when they are an hour from work. it also cuts down on the percentage of obese people in an area as well, but that is another topic.

Demand from the US may be somewhat steady (I don't know) - but even just regular population growth will increase demande.
The real and significant increase in demand comes from developing countries like China, Indai and the rest.

This type of story is EXACTLY what we have been going through this year (when I say we, I mean the VITA program (Volunteer Income Tax Assoc))

We always have cheaters
We had a woman come in claiming four dependents yet couldn't give us three of their Social Security numbers.
We had a man come in claiming he wasn't married yet his wife came in a little later because she was "tired of waiting in the car" (He had a weird return which resulted in over 1k more if he filed single though he was LEGALLY FREAKIN MARRIED)
We have people coming in claiming kids and not remembering their names OR making up social security numbers with 9 or 11 numbers
List goes on.....
As for your specific question, if we come across someone that hasn't filed for years and years AND they tell us (and they aren't on just Social Security).....we refer them to the IRS walk-in clinic and do not finish their return. Problem is, people do not tell us these things so they tell us they forgot 2006's return and when we send it in electroniclly it comes back with all the problems.
