Definitely older than the 90's. In print as early as 1953, and a similar phrase can be found in Twain ("I don't give a dead rat."). I'm basically just repeating what I read at this link (which has more, including a theory about WWII origins. More likely it came from the Illuminati as channeled by circus people and Heinz products.)

No clue, but I could see it originating from fur trading. Somebody brings a mangled, beat up pelt and the other guy says "I wouldn't give a rat's ass for that" and it eventually evolves into the phrase as we know it. Pure conjecture on my part though.

My best friend growing up was originally from Alabama. He had an uncle
Jim that visited him about once a year and would spend a couple of weeks
with his mom and dad in Fountain Inn. That old dude used to crack me
up with all those old phrases of his similar to that.

He's say stuff like "I don't give a F*** from Friday about that".
or
"What in the BLUE HELL was that" ?

He'd use that "Rat's Ass" phrase a lot, but it included the word fat in it.
as in "I Don't Give A Fat Rat's Ass"
