I look at this rule as leveling the playing field between defenders and ball carriers. I think once the rule is in effect for a while, we will see defenders be able to lower the boom more often...

Read it again. The ball carrier (not just RBs) can drop the shoulder, he just has to keep his head up. Basically, no using the helmet as a weapon. This is intended to create some sense of equity...
