Continuing with a similar discussion on the Spur thread from earlier today, I think the problem is pretty simple: Our secondary is full of guys who just aren't talented enough. K. Marcus may be as good as any of the current DBs other than Hampton, but we've got DB roster full of guys who either aren't fast enough, big enough, skilled enough or some combination of those.
Gilmore, Holloman, Culliver, Allen, Auguste and Swearinger were all highly-skilled, highly-recruited players. Other than Hampton, Bryant and perhaps Elder you can't say that about any of the 18 DBs or Spurs on our roster.
