The problem was that when they were building the stadium they took out all the granite (after they acted surprised to find all that granite there in the first place) and didn't replace it with substance strong enough to support the stadium. They have to drill the supports even deeper into the granite that is still there.
I understand they're attempting to address them, but the word I had heard from my buddy, whose opinion I do trust since this is his job, is that the issues might be beyond permanent solutions to the existing site. Something like where the university has to continuously take the measures you mentioned, always playing catch-up.
Of course, my initial reaction is that there must be some type of contractual language that would allow the university to hold the entity responsible for doing the original assessment of the land financially responsible for these issues.
It really is unfortunate, given how beautiful the stadium is, for it to suffer from negligent work prior to its construction.
