Well, again- whether its a one-time fix or not, I only hope the university isn't left footing the bill in the long term. There should be language in the original contract that protects it from this type of problems.
If there is not language in the contract to protect the university, then shame on whoever wrote it up.
I'm sure the university is not paying for it. I would assume the general contractor & engineers are on the hook and possibly the sitework/concrete subs contractor.
