Actually you are wrong. A student-athlete transferring from one FBS program to another FBS program is required by the NCAA to sit one season, and lose that season of playing eligibility. But he has two ways of doing that: He could either transfer to school #2, and be a part of the program and practice with the team, but play in no games. Or he could go the JUCO route for one season, play in games for that JUCO (like Cam Newton did and led that JUCO team to the JUCO NC - he left UF after his RS-Fr. year, lost his Sophomore year of eligibility playing JUCO, then transferred to Auburn and won the 2010 NC as a Jr.), and THEN join school #2 and play immediately...

Only way a transfer could play immediately upon transferring is if he's already earned a degree at school #1, but still has playing eligibility left, and school #2 offers a degree in a course that school #1 doesn't. OR, the transfer could petition the NCAA to waive the requirement on the basis of personal hardship, like the student-athlete is transferring to be closer to a sick parent or to take care of a child or some personal issue like that.

Those are rarely approved, and the first option of going to another school that offers a degree the first one doesn't is about to be discontinued by the NCAA, I believe I read somewhere....

Of course, if the student-athlete is transferring from a FBS to a FCS school, then there is no requirement to sit a year...
