not a bad idea but I wonder how much this will affect the price tag in the end and/or will it cause your vehicle to be totaled easier.

It disperses the force of the belt over a wider area, which reduces the chance of seat belt injuries. It's mainly for kids

It also makes your body decelerate slower, because of the seat belt now having give, instead of having a static device (a locked normal seat belt) pretty much instantly bringing your body to rest. It will help somewhat with head and neck injuries.

I have personally seen surgical photos of many people that had their spinal cords severed by seatbelts (usually not properly positioned). I am talking about a huge chunk missing. These people had no other injuries except for the one caused by the seatbelt. Of course, if not for the seat belt they would have been ejected and would be dead, so pick your poison. This device might have helped them. Could you imagine though if you were driving, someone hit you and you were spinning out of control/ trying to regain control only for your seatbelt to blow up and keep you from gripping the wheel (not that a regular airbag doesn't do that). I hope its mainly for passengers (especially kids).

It seems like a lot of work for a minimal effect.

So it decreases the injury from seat belts, but also increases prices, complexity, weight, and difficulty to work on the interior of a vehicle. It's already become twice as hard to replace a seat cover with the in seat airbags and passenger detection devices, now add integrated "airbag" seat belts and it is going to be a nightmare. I don't quite see the benefit outweighing the cost and increase in complexity.
