Not sure what he was signing there - PWO's don't receive scholarships (they can earn them later just as any WO can). The only diff between PWO and WO is the guaranteed spot on the roster - if there are WO tryouts, the PWO's don't have to stand on their heads for three days to get a shot at trying out...
