Targeting rule to be adjusted.

Also recommended is a Defensive Substitution rule.

....Under this rule proposal, the offense will not be allowed to snap the ball until the play clock reaches 29 seconds or less. If the offense snaps the ball before the play clock reaches 29 seconds, a 5-yard, delay-of-game penalty will be assessed. Under current rules, defensive players are not guaranteed an opportunity to substitute unless the offense substitutes first. This part of the rule will remain in place in scenarios where the play clock starts at 25 seconds.

Would like to see how many snaps would be affected by this. I bet not many. Seems maybe a compromise might be better. Maybe 1st downs only. This lets the defense change if needed, lets the ball get set and the chains move. Would still let the offense roll on.

I'm a fan of the 29 second rule. We rarely snap it with more than 10 on the playclock anyways.

Do you understand it? Are they saying they are going to make the offense wait 10 seconds even if they don't sub if the play clock is stopped and it's before the last two minutes of the half/game?

I don't really see the point in that other the give the defense a chance to catch their breath. I guess if the play clock is moving the offense doesn't sub they DON'T have to wait 10 seconds but if they do sub then they DO have wait 10 seconds? Is that what they are saying?

The targeting rule is just to fix their own stupidity.

The substitution rule is a knee jerk reaction to a trend that hasn't really proven to be overly effective in the long run.

They need to do something about interference calls. Every game I saw, there were always 1-2 terrible calls that many times affected the outcome. I would like to see those calls reviewed.

Did you guys know that quite a few people think our offense is hurry-up because we don't huddle? Does no one look at how much time we use off of the play-clock, Spurrier's never huddled and always uses the clock. My thoughts on the rule, we seem to do pretty well against 'em, so I wouldn't mind if every other team went to those offenses.

In my opinion those kind of offenses get too gun-ho about hurrying up that dink and dunk a little too much.

I would be fine with the sub rule if it was on first down only and the game clock would freeze for the ten second delay.

I saw a documentary at some point last year where concussion experts were saying the first hit to the head was dangerous, but it's the second hit (after suffering a concussion) that can ruin one’s life. They were referring to hurry up offenses. This is about getting players with possible concussions off the field. I knew the second I saw that the hurry up was going to fade away. We are in the era of concussion safety first football. I get it.

I saw that as well. If the NCAA truly cared about player safety, they'd allow more time to sub on both sides. Offense shouldn't be able to dictate to the D on substitutions. The first so many seconds of the play clock should be reserved for subs on both sides. After that, the O is clear to snap it regardless.
