There is no way the NCAA would allow only football players to be paid it would have to be the same stipend for every single student athlete, there are a minimum of 17 sports that must be fielded at the D-I level regardless of FBS, FCS, or nonfootball school. There were 444,077 total student athletes at the D-1 in the 2010-2011 and if you paid 5000 a semester that would be a total of $2,220,385,000 in stipends alone to every single student athlete for just one semester. In 2012 only 28 out of 228 athletic departments actually made a profit, so 200 athletic departments fell short on even just breaking even and now you want added more expenditures? Lets just say there is an average of 550 student athletes at a FBS level school and 450 at a non football sponsoring school, the FBS level school per year you are looking at $55,000,000 for a FBS school and $45,000,000 for a nonfootball sponsoring school. College athletics also receive subsidies, raised tuition rates, and raised ticket prices. What is really going to happen if the NCAA doesn't add stipends? Nothing things will carry on as normal, it's not like they have any leverage over colleges, the NCAA, or the NFL.

Yep. An unintended consequence of the new CBA was the desire of juniors to get the clock ticking earlier to try to get that second contract earlier. Another problem with that is that you better be real good to get that second contract, because there are a ton of young guys coming out of college trying to take your job.
