Default Welding question

I had a piece of a lawn mower (a wheel that was welded to a base that was raised and lowered on a riding lawn mower) that came off. It seem to me that is was welded to the piece I described in the parantheses. Is there any way that a welder would come to my house and weld that piece back on my lawnmower?
