If he gets drafted outside the first 2 rounds, he doesn't even get guaranteed money and it wouldn't cost that much to sign him. Onced the deadline comes he is stuck and either signs for what they offer or pays for his own rehab.
It's a good deal for the team in low cost and low risk, and a good deal for ML in that he gets NFL rehab facilities and docs.
