I hadn't even considered this angle. Kiffen deliberately tanked the season so they'd end up in this bowl. From his position in El Paso, he can direct his troops to take over the cartels in Juarez.

That means that he wasn't late for the team dinner out of spite or being a douche-bag, he was finalizing the purchase of heavy weapons from a ATF front and smuggling them across the border.

It all makes sense now.
