If you watch Clowney's movement, he wasn't pursuing either player. This is what I noticed as well. Clowney was like a heat seeking missile and was locked onto the ball. The Move from QB to HB was instantaneous. Someone was going to get hit hard on that play from the snap.
Another point in that play to notice is just how quickly he reacted to the snap. If he had left the line at the same rate the rest of the D-line came off the ball the pulling guard would have had him. However by the time the guard got there Clowney had already passed and was about to maul the HB.
