Is there any product that really does clean and clear the fogged up headlamps on a car?

If you are talking about haze on the outside, Auto parts stores sells some stuff...but it is really just a polishing compound. If they are made of plastic material the polishing compound will work quite well....I haven't it them on the glass type.

if you can find it, use the Sylvania Headlight Restoration kit, works amazingly well. If you can't, the one by 3M is just as good.

you don't need a kit. just need toothpaste make sure it is toothpaste not gel, glass cleaner, and a sock. basically wet sand it. once you get them clean. wax them with a few coats of wax to keep them from fogging

you will have to find the leak the seal. dry with a hair dryer. then use silicone to re-seal. then trim excess silicone.

We use a kit at our shop from BG chemical company. but the ones you can get at parts houses work, just make sure you get a kit that has 2 different grades of sand paper. Use the rougher paper with the cleaner first, clean off, then use the lighter paper with cleaner and rub them very good. Clean that off with glass cleaner. They will look like crap. You have scratched the lenses up, but removed the outer layer that has faded from sunlight. When you apply the epoxy resin with applicator, it will fill in all the fine scratches and they will look brand new. Promise. Crank vehicle and turn high beams on for about 20 mins to let the epoxy dry. This is important...DO NOT DRIVE VEHICLE WHILE EPOXY IS STILL TACKY!!! Do the finger test in a corner of lens to make sure it is dry. Driving while tacky will pick up dirt, debris and bugs. It is easier than it sounds and will last for at least a year or two.
