Default R factor rating for existing building walls and roof

For a prospective tenant, I need to verify existing R values for exterior walls and the roof and if insufficient raise the value to their threshold value (13 wall, 22 roof). I doubt if anybody on the island does that- looking for them now.
If not, who does that kind of thing and can verify/certify the results - before and after installation of some kind of insulating material?
I'm guessing a thermal engineer of some sort...my nickel.

Yeah, you are looking for an energy audit of some sort. Try inspectors. Probably need a infrared camera to make sure the walls are insulated

R-13 is 4" blanket insulation in the walls, which is standard.
22 in the roof is going to depend on the type if insulation. Blanket is going to be probably 8 inches or so, maybe two runs of 4 inch, or if loose fiberglass looking at 9 inches. Here is a chart on loose insulation

You should be able to figure out what is going on in the attic yourself. The walls, I would suggest taking a drill and running a hole to see if they are insulated if you have any doubt about it prior to spending money on that.

Inspection companies, contractors, architects and engineers are where I would look. May want to consider calling an insulation company to see if they can refer someone.
